Is Orlando one
of America's meanest cities?
Orlando's new ordinance banning group feedings of the homeless will land it back on the list of America's 20 meanest cities, says Michael Stoops, executive director of the National Coalition for the Homeless. The City Beautiful was on the list a few years ago for its ordinances that restricted panhandling to blue boxes painted on the sidewalks downtown and made it illegal for anyone to sit or recline in public parks with their eyes closed.
